In the August 27, 1796 letter, Monroe’s details numerous conditions that display evidence of a deterioration in French and American diplomacy. First, Monroe writes of an unofficial source who blamed the Jay Treaty for straining French and American relations. Secondly, Monroe reports that Spanish and French negotiations have just about concluded, but unlike earlier negotiations, the present one includes Spain’s cession of the Louisiana Territory and the Floridas to the French. This cession of lands, although previously discussed, had never taken place and was discouraged by the United States government.
